Anything past the venue gates would be considered "general inside concert area" I would think.

i think you can bring one opened bottle of water and refill it near the vendors, but i do not thnik you can bring that refilled one onto the field, and you can't bring a back up, sealed one.

should we move the location ?

no worries, worst case - i'll have some back in VIP, or maybe hide it in a bag of ice cubes.
as far as i know, no rules against bags of ice co-mingling, changing locations, etc.

the picnic has been typically held at the picnic area outside the concert field near the food vendors. Bringing food to this area is perfectly fine.
