Yep. In my office the guy who makes the most money out of all of us engineers grabbed the soda option. We all gave him shit for being a lazy bastard. Regardless potluck in my office had a simple plan, if you didn't want to contribute something then your not a part of the potluck.

one of my co-workers like to call it the "let them eat cake strategy" ie maybe the worker bees won't notice that we treat them like shit 99% of the time and never give them raises etc as long as we throw a $100 worth of pizza at them every few weeks (which I suppose is better than the just take it or leave it attitude)

under our old director we used to have more potluck type stuff in my office .... now its either go out and do your own thing (ie a few co-workers getting pizza etc) or work picks up the tab and we have a "lunch"
