New York City cop charged with torture-cannibalism plot

NEW YORK — A city police officer was charged Thursday with plotting to kidnap, rape, torture and kill women, and then cook and eat their body parts.

Gilberto Valle was taken into custody by the FBI on Wednesday and suspended from the New York Police Department. He was expected to appear in federal court in Manhattan later Thursday.

In a criminal complaint, investigators cited numerous emails and other Internet communications that portray a ghoulish scheme of torture and cannibalism. They allege Valle met one potential victim over lunch, but there was no information that any women were harmed.

“The allegations in the complaint really need no description from us,” said Mary E. Galligan, acting head of the FBI’s New York office. “They speak for themselves. It would be an understatement merely to say Valle’s own words and actions were shocking.”




The name of Valle’s attorney was no immediately available. There was no immediate response to a message left with the NYPD on Thursday.

According to the complaint, the FBI intercepted emails from Valle to an unidentified co-conspirator “discussing plans to kidnap, rape, torture, kill, cook and eat body parts of a number of women.”

In one online exchange in July, Valle and another person talked about abducting a woman and eating her, the complaint said.

“I was thinking of tying her body onto some kind of apparatus ... cook her over low heat, keep her alive as long as possible,” Valle allegedly wrote.

The complaint alleges that in February, Valle negotiated to kidnap another woman for someone else, writing, “$5,000 and she’s all yours.”

It says he added: “I will really get off on knocking her out, tying up her hands and bare feet and gagging her. Then she will be stuffed into a large piece of luggage and wheeled out to my van.”

He was suspended from the NYPD, but if someone like that becomes useful, he'll be re-instated. Oh, he also still gets a check.

In September Gilberto Valle’s estranged wife contacts the FBI after discovering “alarming” information on his home computer. She flees to her out-of-state family. The FBI and NYPD seize the computer and begin examining its contents, particularly focusing on Facebook postings and instant messages dating back to January. What they find is an alarming trove of evidence that takes them deep into the mind of a sick man.

According to the criminal complaint:

Feb. 28, 2012: In an instant message, Valle for the first time openly discusses with an unnamed co-conspirator kidnapping an unnamed woman and “selling” her to a co-conspirator for $5,000. The conversation begins with an absurd argument over price:

CO-CONSPIRATOR-2: “About the price . . . would you do a payment plan or full up front?”

VALLE: “Full payment at delivery. Just so that you know, she may be knocked out when I get her to you. I don’t know how long the solvent I am using will last but I have to knock her out to get her out of her apartment safely.”
CC-2: “I definitely want her and how much again?”

VALLE: “$5,000 and she’s all yours.”

CC-2: “Could we do 4?”

VALLE: “I am putting my neck on the line here. If something goes wrong somehow, I am in deep s---. $5,000 and you need to make sure that she is not found. She will definitely make the news. . . . It is going to be hard to restrain myself when I knock her out but I am aspiring to be a professional kidnapper and that’s business. But I will really get off on knocking her out, tying up her hands and bare feet and gagging her. Then she will be stuffed into a large piece of luggage and wheeled out to my van.”

CC-2: “Just make sure she doesn’t die before I get her.”

VALLE: “No need to worry. She will be alive. It’s a short drive to you. I think I would rather not get involved in the rape. You paid for her. She is all yours and I don’t want to be tempted the next time I abduct a girl.”

CC-2: “I understand. Also is there anything I can trade you that might knock down the price a bit?”

VALLE: “No nothing at all. Like I said this is very risky and will ruin my life if I am caught. I really need the money and I can’t take under $5,000 for her.”

March 1: Cell phone records indicate Valle’s phone was used outside the apartment of Victim 2. The woman later told the FBI that she “has never invited Valle to her home and does not know him well.”

May 31: Valle used his position as a police officer to access the National Crime Information Center and obtain information about yet another woman.

July 9: In his instant messages to another unnamed co-conspirator, Valle has moved beyond his desire to be a “professional kidnapper.” He now appears to want to torture, cook and eat his would-be victims. He and the unnamed co-conspirator discuss in brutal detail how best to accomplish this insane task:

CO-CONSPIRATOR-1: “How big is your oven?”

VALLE: “Big enough to fit one of these girls if I folded their legs. . . The abduction will have to be flawless. . . I know all of them. . . (Victim 1), I can just show up at her home unannounced, it will not alert her and I can knock her out, wait until dark and kidnap her right out of her home.”

CC-1: “You really would be better to grab a stranger. The first thing the police force will do is check out a friend.”

VALLE: “Her family is out of state.”

CC-1: “It’s really hard to dislocate (lock) a jaw. Also how could we put her over the fire, spitting kills the girl. Have to put her into a kind of cage. What is your favorite cut of meat?”

VALLE: “I was thinking of tying her body onto some kind of apparatus. . . cook her over a low heat, keep her alive as long as possible.”

VALLE: “I love that she is asleep right now not having the slightest clue of what we have planned. Her days are numbered. I’m glad you’re on board. She does look tasty doesn’t she?

CC-1: You do know if we dont waste any of her there is nearly 75 lbs of food there.”

July 10: Valle creates a document in his computer titled “Abducting and Cooking (Victim 1): a Blueprint.” The FBI discovers the document has personal information about his would-be victim, including her name, date of birth, weight, height and even her bra size. Under the subject line “Materials Needed” is written:

- Car (I have it)

- Chloroform (refer to website for directions)

- Rope (Strongest kind to tie her up)

Aug. 9: Valle posts a comment about Sgt. Craig Bier from the Queens gang unit who was shot in the leg — the 10th cop shot this year:

“Thug who shot a queens cop last night was only locked up for numerous armed robberies and attempted murder. Thank you very much liberal court system for letting this guy out.”
