shredded paper is still paper that can be recycled! just put a newspaper or heavier paper on top to prevent papering the town. 
here we have single stream recycling now; paper and containers need not be separated, which makes putting fly-away paper outside in the bin, much easier.

in my town, i use either a paper bag or a clear plastic bag to bag up the shredded paper and mark it as so...my town doesnt reqauire you to separate either but i still bag up the shredded stuff different than the bags my junk mail and other recycled paperstuffs go in...for much the same reason, nancy...i envision a ticker tape parade on my street
