I've been putting ads up on craigslist... but haven't gotten the ball rolling yet... The geographic and population restrictions of Maine seem to be working against me.... Does anyone have any bright ideas?

Hit some local open mics. Then hit some not-so-local open mics. You'll find someone to start something with.

Lots of open mic type activity at Slainte in Portland. You might meet other like minded musicians hanging out there.

Actually, tonight you might want to head down there. Kevin Roper would be a good person for you to get to know. He's played with a lot of different people in Portland. Very nice guy, very approachable and would be a valuable source of information about getting a music project going in Maine.

According to his myspace, he's playing Slainte tonight.

I googled "musicians classified" and found a bunch of websites that you can put in your zip code and search through profiles to find people/bands
Good Luck in your search

He is/at least was a talent buyer/promoter in Portland. He's booked and promoter for The Ale House, Leo's, The Asylum as well as bringing some other, bigger shows to town.
